What are the limits for External lists
how many items are allowed?
is there a hierarchal or reference limit?
Is there a performance issue for large lists?

There are no limits related to the elements.
However the amount of level labels and references is limited:
-
Lebel label: up to 9
-
Reference: up to 49
Any performance issue would be related to the list itself, quite hard to tell in advance.
